6/2016/0252/NMA Non material amendment following approval of Planning perrmission 6/2016/0252/FULL - Relocation of 1 lighting bollard and revised exterior light fittings to the front of the property 22/05/2017 19/06/2017 Planning Condition 5 of planning consent 6/2016/0252/FULL was discharged via application 6/2016/1238/COND. During construction it became evident that: 1. The approved bollard location was susceptible to reversing vehicles striking the bollard. It's location was therefore moved laterally by circa 3m. 2. The approved external lighting to the front of the new house comprised downlights within the porch canopy. However, the prefabricated porches installed did not allow for the insertion of downlights. It was therefore considered appropriate to install coach lanterns on the front elevations of the properties in order to maintain the character of the development (being one of railway cottages) and to match the coach lanterns at the rear and side elevations of the houses. The coach lanterns are positioned circa 1.6m above ground level, generic in nature and a common sight on the front elevations of houses up and down the UK. We have taken the step to install low wattage bulbs and therefore consider they do not cause any undue light pollution. We do not believe that the coach lanterns cause any detrimental harm to the occupants of Comet Road opposite as: 1. The lanterns are not positioned at high level. 2. The lanterns have a solid top which restricts light flowing upwards 3. The lanterns have low wattage bulbs which can be reduced further if required 4. There is a lamppost in front of the development that produces considerably more light. 5. The houses on Comet Road have no habitable rooms on the ground floor. 6. The need of the occupiers of Alban Court needs to be taken into account as the forecourt requires adequate lighting. In summary we consider the installed coach lights to be commensurate with the development, unobtrusive, in keeping with the character of the development and do not cause any harm or damage to the public interest.
