REASON: To reduce the risk of flooding to the proposed development and future occupants in accordance with Policies R7 and R8 of the Welwyn Hatfield District Plan 2005. REASON: To reduce the risk of flooding to the proposed development and future occupants in accordance with Policies R7 and R8 of the Welwyn Hatfield District Plan 2005. 28/06/2021 26/07/2021 Condition 3 of the Planning Permission for the site requires that the Drainage Strategy, put forward by Hydrock at application, is implemented. This strategy is based on discharge of surface water to a local surface watercourse located south west of the site, including on-site attenuation to limit off-site discharge rates. No permission from adjacent landowners was in place when the condition was set and subsequently, permission to cross third party land to outfall water to the watercourse was not available. The combination of a local watercourse not being available with the significant distance and the disruption to busy local highways to connect to the nearest sewers led to an updated strategy for surface water drainage at the site representing the best economic and most sustainable long-term management option which was: • All roof and service yard water to soakaway to shallow infiltration system formed of a soakaway pit into the superficial sands beneath the northern area of the site. • Peripheral parking to be constructed with Porous Asphalt to allow water infiltration to supply roots of protected trees immediately outside the site boundary with Cole Green Lane. This new strategy was presented to the LLFA to satisfy Condition 4 and was approved in writing, as attached. Given that the LLFA has approved an updated Drainage Strategy for the site, we would expect that Condition 3 is varied (updated) to substitute the Hydrock Drainage Strategy with the approved strategy for Condition 4.
